Transient Merchant or Itinerant Vendor License Application

Completed Application for a license or permit shall be made in writing to the City Clerk, upon forms provided by the City, and applicant shall state the location of the proposed activity and such other facts as may be required for or be applicable to the granting of such a license or permit. Incomplete applications will be returned to the applicant. All licensees are subject to compliance with Chapter 110 of the City of Mattoon Municipal Code.

Liquor License

The City of Mattoon adopted the State of Illinois’ Liquor Control Act; therefore applications for a license or permit may be made at the City Clerk’s Office by an individual, partnership, or duly authorized officer of a club or corporation pursuant to Section 114 of the City of Mattoon Municipal Code by completing the following forms: Application Background Check Waiver Current processing times are approximately four to six weeks, subject to change at any time without further notification to the public.

Handbill Permit

After securing a Handbill Permit a person may distribute to the public, by leaving at stores with consent of the owners, or residences any cards, circulars, handbills, samples of merchandise, or any other advertising matter. All permits are subject to compliance with Chapter 111 of the City of Mattoon Municipal Code. Before the first date of distribution, complete the Handbill License Application and return to the City Clerk's Office with appropriate payment.

Raffle License Application

Raffle licenses are available only to bona fide non-profit, charitable, educational, religious, fraternal, veterans, or labor organizations. This license may be issued only upon written application signed by the president or secretary or other high officer of the organization applying for the license. All licensees are subject to compliance with Chapter 136 of the City of Mattoon Municipal Code. Before the first date of raffle sales, complete the Raffle License Application and return to the City Clerk's Office with appropriate payment and required bond or bond waiver.
