Tax Increment Financing Redevelopment
Plan and Project for TIF 5 Redevelopment Project Area
The City of Mattoon is considering adoption of a Tax Increment Financing (TIF) Redevelopment Plan and Project (the “TIF Plan”) for TIF 5 Redevelopment Project Area (the “TIF District”) pursuant to the Tax Increment Allocation Redevelopment Act (State of Illinois, 65 ILCS 5/11-74.4-1 et. seq., the “Act”).
This notice also includes the following information:

The City will hold a public hearing concerning the TIF Plan on March 17, 2026 at 208 North 19th Street, Mattoon, Illinois 61938 at 6:00 PM.

A copy of the TIF 5 Plan, which includes a boundary map of the areas proposed to be included in the TIF District, is available for public inspection at the City Clerk’s Office located at 208 North 19th Street, Mattoon, IL 61938. The purpose of TIF 5 Redevelopment Plan and Project is to induce private and public investment in the renovation or redevelopment of properties located within the areas included in the TIF District that will eliminate existing blighting factors and ultimately enhance the tax base of the community. Additionally, the TIF District is intended to help fund public improvements to roadways, utilities, and infrastructure in the district.
