The City of Mattoon Finance Department can accept online payment for water and sewer bills as well as campground bills and other payments for services rendered by the City of Mattoon.
Payment can be made by: Visa, MasterCard, American Express, or Discover
To pay your water/sewer bill only by phone, please call the Finance Department at 844-701-1148 (toll free).
NOTE: If your service was disconnected due to non-payment, service will only be reinstated during regular business hours, and may not occur until the next business day.
If you have questions regarding an outstanding ambulance bill, please contact the Ambulance Billing Department at 217-258-7941.
If you have questions regarding your campground bill, please contact John at 217-254-6680 or the Park Office at 217-234-3611.
If you have questions regarding your water/sewer bill, to have your bills e-mailed to you, or to setup automatic bill payment please contact the Finance Department at 217-235-5483.

To establish new water service you will need to complete the Water Service Activation Form. Alternatively, you may apply in person at the payment window located on the first floor of City Hall.
You will need to have the following items with you:
- A valid driver’s license or State ID
- $60.00 residential deposit, $100 commercial deposit
- Proof of residence/ownership in the form of
- Lease/Rental agreement or letter from landlord
- Purchase contract, deed, or tax bill
